Foreshore and Sea Bed Works draft Bill

(Hongkong)

As mentioned to you yesterday the Hongkong Chamber of Commerce have approached the China Association here in respect of the above Bill and the Committee of the Association has authorised me to approach you on the matter.

I enclose, as promised, the Memorandum which was laid before the Committee respecting the Bill and a copy of the Local Gazette in which the Bill is published. I also enclose copies of letters sent to the Chamber of Commerce by four local Companies emphasising their anxieties in respect of the Bill.

The commercial activities of the Colony are largely bound up with the facilities provided by these Companies and this is especially the case with the Wharf and
